Understanding the License Categories

The type of license your business requires depends entirely on your specific operations. Botswana breaks these down into clear categories, with specific ownership rules designed to protect local citizen operators.

• Category A & B:  Fixed-site accommodation (Hotels, motels, guesthouses, campsites, and lodges/camps inside protected areas).

• Category C & E: Mobile safaris, specialized tour operations, and road transfers.

• Category F: Motor boating activities operating outside a privately leased land concession.

• Category D & G: Travel agencies, non-ticketing booking operations, and other specialized tourist services.

The Blueprint for a Successful Application

Securing a TEL is a rigorous process that involves coordination across multiple government departments. A complete application packet requires:

• Corporate & Identity Documents: Certified copies of the Certificate of Incorporation, share certificates, and the shareholding structure (Form 2 / Form F2). Certified copies of Omang for citizens or passports and work/residence permits for expatriates are mandatory.

• A Comprehensive Business Plan: The Department of Tourism requires a detailed operational blueprint and financial projections following strict official guidelines.

• Land Use & Property Approvals: A valid title deed, a formal lease agreement, or Land Board allocation. If your land was previously designated for a different purpose (like traditional agriculture), you must secure an official Change of Use or planning permission before applying.

• Environmental & Technical Clearances: For fixed-site operations (Categories A, B, and J), you must submit an Environmental Management Plan (EMP) or Environmental Impact Assessment (EIA) officially approved by the Department of Environmental Affairs (DEA).

• Physical Inspection Approvals: Satisfactory, passed inspection reports covering safety, structural integrity, and sanitation from both the Department of Tourism and Environmental Health officials.

 

Important Note on Asset Compliance: If you are operating transport services (Category C & E) or commercial watercraft (Category F), you must provide fully certified vehicle blue books, roadworthiness certificates, or official registration and spraying clearances from the Department of Water Affairs.
